The pace bowler has taken over 300 dismissals in 71 five-day games with an average of 22.10.
Australia's chair of selectors the selector has declared that skipper Cummins will be a central figure in the upcoming Ashes series.
Speculation had been growing that Cummins might be unavailable due to a stress fracture in his back that remained unresolved.
Initial reports from team management suggested no definitive call had been made regarding his involvement, with the Test matches set to start on November 21 in Western Australia.
He revealed that Cummins is "building up" and felt positive about the likelihood of taking part.
"We know that the window is narrowing and multiple considerations around that, aside from the physical problem, but further aspects," Bailey remarked.
"It's positive. There's strong faith that he will feature a significant role. With luck starting in Perth. If not, we'll reassess."
Previous Setbacks
Cummins was ruled out the ODI and T20 games against New Zealand and India last month after medical tests showed a stress reaction in his back.
He has a history of back injuries, with setbacks in several earlier campaigns forcing him out of three Australian summers in a short span.
Cummins stated he would be proactive in his approach in his recovery plan to ensure his availability for the series.
The selector indicated that he did not know if he had started his bowling workouts as part of his comeback but admitted it was "becoming urgent" for him to regain fitness for the initial match.
Contingency Plans
If he's unavailable, former captain Steve Smith will assume leadership.
All-rounder Cameron Green was recently pulled out from Australia's squad for their ODI contests against the subcontinent side as a preventive step because of an abdominal issue.
He labeled it as a "slight concern and confirmed that Green will play in the domestic first-class competition, so will be "ideally positioned to be ready to bowl."
"We put so much time has gone into developing the strategy for him to take part for the initial game as an dual-role player," he elaborated.
"His involvement was limited to the first two ODIs anyway. The way he swings the willow in shorter formats, if it causes any delay for a short period, we opted to take a cautious route."
